Courts
Court employees might interact with Safe at Home participants as petitioners, respondents, victims, witnesses, defendants, etc. Program participants use the designated address in place of a home, work or school address when creating new records with the courts. When presented with the Safe at Home authorization card, the courts must accept the designated address in place of a physical address. The only address of record for a Safe at Home participant should be the PO Box address designated by the program.
The secretary of state is designated as the legal agent for Safe at Home participants and accepts service for any summons, writ, notice or process on behalf of the program participant.
To serve the secretary as an agent for the participant:
Mail two (2) copies of the summons, writ, notice, demand or process to Safe at Home, P.O. Box 1409, Jefferson City, MO 65102-1409.
OR
Hand deliver two (2) copies of the summons, writ, notice, demand or process to the secretary of state's office at 600 W. Main St., Jefferson City, MO 65101.
Upon receipt of service, a copy will be immediately forwarded by certified mail to the program participant at the participant's current mailing address.
There is no fee for process service to a Safe at Home participant as this is the end point of service.
