EXECUTIVE ORDER
95-11

WHEREAS, an educated and skilled citizenry is vital to Missouri's global competitiveness into the next century; and

WHEREAS, the State's economy is affected by global and technological changes that demand more education and skills from its citizens; and

WHEREAS, Missouri is committed to supporting lifelong learning for its workers and citizens; and

WHEREAS, meeting workforce needs requires an unprecedenteddegree of collaboration among labor, business, government, education, and community leaders; and

WHEREAS, statewide workforce development requires a coordinated effort by state agencies; and

WHEREAS, state level efforts in the areas of Goals 2000 National Community Service, School-to-Work, welfare reform, and one-stop shops signify the need for consolidated planning and service delivery; and

WHEREAS, the Missouri Training and Employment Council, at the direction of the Missouri General Assembly, has a workforce development implementation plan that has been agreed upon by all participating members and state agencies.

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby charge the directors of state agencies providing or supporting education and job training, including the Departments of Economic Development, Labor and Industrial Relations, Elementary and Secondary Education, Social Services, and Higher Education and a member of the Governor's Office to work together as an interagency team to implement a statewide workforce development plan based upon the recommendations of the Missouri Training and Employment Council, hereinafter referred to as MTEC.

The Missouri Training and Employment Council shall receive staff assistance provided by the Departments of Elementary and Secondary Education, Economic Development, Higher Education, Labor and Industrial Relations, and Social Services.
