During the war bands of Union and Confederate sympathizers roamed the country, harassing civilians. Often these bands were no more than outlaws, using the war as an excuse to plunder and kill.

- The letter featured on this panel is in response to a perceived increase in guerrilla attacks in northwest Missouri. Brigadier General Clinton B. Fisk writes to 2nd Lieutenant Thomas J. Tidswell requesting 2,000 troops to defend against these attacks.
